Foreign Driving Licence and International Driving Permit in California: What You Need in 2026

Updated October 30, 2026 · By Yaniv Segal, RentCarUSA

In short: A visitor who lives abroad may drive in California with a valid driving licence from their home country, as long as they have not become a California resident. California law does not require an International Driving Permit (IDP). An IDP is an official translation that can help with a police officer, and we recommend it mainly if the rental desk may ask for it, or if your licence is not in the Latin alphabet. With us, you need a passport, a valid home-country licence and a credit card in the driver's name.

Can I drive in California with my home-country licence?

Yes. The California Vehicle Code exempts from a California licence a person who is not a resident of the state, is in the state as a visitor, is over 18 and holds a valid licence from the state or country where they live. In practice you must meet several conditions:

Do I need an International Driving Permit?

Under California law, no. An International Driving Permit is not a licence by itself. It is a booklet that translates the details of your licence into several languages, and it is valid only together with the original licence. It is issued only in the country that issued your licence, so you must get it at home before your flight. You cannot get one in Los Angeles.

When it helps:

Situation Home-country licence alone Home-country licence + IDP
Driving legally as a visitor in California Enough Enough
Stopped by a police officer Usually enough if the main details also appear in English Makes it easier for the officer to understand the licence
Rental desk Depends on the company and the branch Prevents an argument if the agent insists
Driving in other US states or other countries Rules change from place to place Gives peace of mind

Our recommendation: if your licence is a current model with your name and main details in English (Latin letters), an IDP is "nice to have" and not required. If your licence is in a non-Latin script, if you plan to drive in other states on the way, or if you have an old or temporary licence, it is worth getting one before the flight. It is cheap and simple.

What does the rental desk ask for?

When you arrive at the branch after the shuttle from LAX, the main driver must show:

  1. A valid passport.
  2. A valid physical driving licence from your home country. A digital licence in an app or a photocopy is usually not accepted.
  3. A physical credit card in the driver's name for the deposit hold, which can be several hundred dollars and up to about $1,000. A debit card, Apple Pay or a family member's card is not accepted for the hold. Details are in the guide to credit cards and the deposit hold.

Each additional driver must show their own licence and passport at the desk. Only drivers listed in the contract are covered by the protection.

Have you moved to California? Here the rules change

The exemption applies to visitors. According to the DMV, once a person becomes a California resident, they have 10 days to get a California driver's licence, and after that the foreign licence no longer covers them. Residency is based on the actual situation, not on the type of visa. Things such as local employment, enrolling children in a public school, a long-term lease, or buying a car and registering it in California show residency.

What this means for families who are relocating:

This information is general. If your residency situation is not clear, check the current guidance on the California DMV website.

What happens if a police officer stops you?

If a police car behind you turns on blue and red lights, signal and stop on the right side in a safe place. Stay in the car, turn off the engine, lower the window and keep your hands on the steering wheel. Do not get out of the car and do not search for documents before the officer asks. When the officer asks, say simply "My license is in my bag, may I take it?" and hand over your licence, passport and rental contract. We explain more differences in driving here in the guide to driving in Los Angeles for visitors.

Frequently asked questions

Is a new licence (less than one year old) accepted?

Under California law, a valid licence is a valid licence. Rental companies have their own rules about driving experience, and some require at least one year. Send us your details and we will check before you book.

My licence expires during my trip. What do I do?

Renew it in your home country before the flight. Driving with an expired licence is driving without a licence, and the protection may also not cover you.

Do I need an IDP to drive from Los Angeles to Las Vegas or Arizona?

Each US state sets its own rules. Most states recognise a valid foreign licence of a visitor. If you plan a long route through several states, an IDP is cheap insurance for peace of mind.
